"Providing services is something the system does:
it is not what the system is."(140)
Health services aim to protect or improve health, whether they
do so depends on which services are provided and how they are
organized. At the centre of service delivery is the patient, in
the case of clinical interventions, or a population in the case
of population-based health services. (141)
Within an environment of limited resources, mental health policy
will be concerned with effective mental health service and programme
provision at individual and population levels and to special needs
groups e.g. women, children, indigenous people, both from within
the health sector and intersectorially.
