Outcomes are used as indicators of the impact of the mental health
system, services and mental health policy at individual and population
levels. "Meaningful, comparable information on health system performance,
and on key factors that explain performance variation, can strengthen
the scientific foundations of health policy at international and
national levels."
(147) "Appropriate indicators and frameworks for evaluating
the structure and performance of mental health systems are badly
needed to inform policy in low- and middle-income countries."

Policy makers may wish to build into mental health policy, mechanisms
to collect information that assess the impact of the policy and
services. These data can help inform which policy elements need
to be refined to enhance mental health and well-being.
